This framework came from SB 319 (effective April 12, 2022). Even though a license isn’t required to carry in-state, Georgia still issues the Weapons Carry License (WCL), which can be helpful for interstate travel/reciprocity and for those who prefer having formal documentation. 

WCLs are issued locally at the county level through each county probate court (but based on statewide standards) and Georgia is a shall-issue state for eligible applicants. There’s no state-mandated training requirement for the WCL, and the typical eligibility age is 21 (18 for qualifying military)

Georgia recognizes carry permits from a large set of other states, and many states recognize the Georgia WCL, always check the destination state’s age caveats and location rules before traveling.
